Participants of different forums devoted to the protection of dogs, cats, and other animals, and volunteers of the Homeless Animals Protection League addressed this letter to Leonid Chernovetski, the mayor of Kiev. As the the volunteers explained, they constantly have to rescue animals from the shelter located in Borodyanka. In this letter the situation involving the abused cats and dogs is described in details. "Dear Leonid Mikhailovich Chernovetski! We appeal to you because you are a person endowed with power and, therefore, have a responsibility to ensure that law and order are maintained. We want to raise a question of Borodyanski shelter for homeless animals. This topic has already been highlighted in mass media, and the community is disturbed by the situation within the walls of this shelter. Let us enumerate the facts known to us personally: a significant number of adopted dogs show signs of previous beatings. Last year a male dachshund was beaten to death, a fact proved by official autopsy, and last week an adopted French bulldog died. H became a beloved member of his new family only for ten minutes. On the first day of meeting this dog (June 13, 2007) we found on him a fresh bleeding wound and crusted traces of previous beatings. These injuries could not have been received before the dog was admitted into the shelter. There are witnesses who saw signs of abuse (swellings, scratches, etc.) on both dead dogs and are ready to give an official testimony. We appeal to you because we consider you to be an honest person known for exceptional performance of mayor's responsibilities. You have power to influence the situation in that establishment. Please help us stop this horror. How can it be that animals, rescued from the unhealthy environment, become targets of sadistic practices and financial schemes by the shelter employees? Why are they stripped of the chance to become happy and healthy? The majority of these dogs are not dangerous to society and could potentially become household pets, while their adoption fees could contribute to the network of animal shelters. What we ask for is an official investigation based on the foregoing facts, including the survey of principles and procedures, used by this organization. Close attention should be paid to the issues with personnel (employees, working with animals, should pass an attestation and medical examination). The shelter's operation and the activity of the dog-catching teams should be checked routinely. We are not asking you to actually close the shelter. All we want is an investigation of what is happening within its walls. We understand the necessity of the shelters for strays, as well as the threat posed by unsupervised animals. Yet the people who can kill little defenseless animals just for fun pose no less threat. This is a violation not only of all humane values, but also of your order "Regarding the additional measures for prevention of cruelty to animals" and Ukrainian Law 3447-IV from February 21, 2006. The impunity of those people, coupled with the indifference of investigating committees, may in future cause them to commit crimes against our women and children. We also ask you to allow journalists. Volunteers, charity organizations and potential adopters to access the shelter. We hope that you would scrutinize the procedures involving adoption fees and put an end to the possible and current violations in this area. As well, we ask you to assist non-profit public organizations in supervising this animal shelter, according to the article 34 of Ukrainian Law "Regarding the prevention of cruelty to animals." This is a standard procedure in all European countries. We hope that you would not remain indifferent to the future of these animals and would take measures to resolve this problem Please let us help homeless animals to achieve happiness."

bon_vampire: Перевод статьи Евы на английский. Animal shelters are few and far between in Russia, but this situation has both minuses and pluses: because of their limited number, these shelters are closely watched by animal lovers. It is hard to find a shelter in Saint Petersburg, even a private one, that does not receive their attention, patronage, and assistance. It seems that finally we could relax and breathe freely, but... There are other countries where shelters are under absolute monopoly. Recently we, people from Russia, have learned about such a shelter in Kievsky district in Ukraine. Probably, nobody would have ever learned about Ukrainian Auschwitz in Borodyanka village but for a little dog, a cast away Frenchie, that was placed into this horror. The information about him leaked into Ukrainian mass media and into Internet that encompasses the whole world. Thus people, rescuing animals from different parts of the country, learned about this shelter, where the employees, when asked to take in a dog, would reply sweetly, "Sure, he would be happy here, please take his favorite toy, bowl and mat." After hearing this introduction, one gets an impression that they are happy to see the dog, fully understand the difficult situation its owners are facing and are willing to assume responsibility for the dog and find him a loving home. This, however, is not the case. The dogs are taken from their owners in Kiev. The employees of the shelter smile and nod sympathetically at the tears of the inconsolable owners. But that's it. The dog then disappears in "Borodyanka" shelter. The ex-pets are put into "a master bedroom" - a 3.5 x 2 meters concrete cell, where only in the most extraordinary cases a bowl of water will be placed (of course, it is not the "favorite" bowl that the owners so carefully packed). There is also a lower caste of inmates ? the strays caught on city streets. These dogs, for whom nobody cares, are placed into so-called "quarantine"- that is, a 10 meter cage were 20 ? 25 dogs are "packed," adults and puppies alike. There they have a chance to LIVE. Just ten days to breath, see, and listen. Afterwards they are euthanized. This really is an assembly line of death. A new party is always due to arrive. And nobody really cares for them. But this is just a prologue. The story follows. In order to save a dog from this prison, you must overcome many obstacles. At first you will meet the people who are not aware that the dog, now well-known to the whole country, even exists. They, the volunteers of "Borodyanka," do not know which dogs and how many are kept in the cells at the shelter. That's what happened to the little French bulldog Grisha. After learning about him, four families from different countries tried to save him at any cost. They also wanted to rescue other prisoners of the shelter. When a woman paid all necessary taxes in Kiev and the adoption cost of $40, the volunteers let her meet Grisha. The little dog was sitting in an empty cell without food or water, with traces blood on his head and scratch marks on his sides (the local vet's comment was "he hurt himself on the bars.") On June 16, 2007 people from Finland, Russia, and Ukraine, who were closely following the story, breathed out with relief. Grisha went home! The tiny black bundle, curled up on his new mom's knees, coughing heavily and shaking from the long-forgotten warmth of loving hands, rode in the car to his new home. A home, where a toy and bowl of tasty food were awaiting him. A home, where his loving owners would never make him shrug with fear and pain. When they arrived, his new mom Sveta smiled, watching Grisha examine every corner of the apartment, tapping his feet here and there, and going through his new toys and treats. Finally he chose a green toy rabbit and snuggled with it on the mat. The owner touched this new family member that had already become so dear. Suddenly, Grisha lifted his head and gave her a long look of his big tired eyes, put down his head, and sighed loudly, as if breathing out all the uncertainty and loneliness. Then he fell asleep. For a long time Sveta sat near the sleeping dog and, smiling absentmindedly, looked somewhere far, perhaps, into the future. She dreamed that soon this little guy would wake up, and the worl d would greet him with all its wonders ? green ticklish grass, a cunning ball, always hiding away, a pestering fly, trying to land on his nose. This world would be happy to see little Grisha! The woman did not know that the dog, that was meant to have a long happy life, had already gone to the bridge. That is, to the Rainbow Bridge, where they all go ? those that were loved and those abused, the abandoned ones and the only friends. They go where they would never experience hunger, fear, cold, and loneliness. They go so that they can watch us from above and remind us each time: I AM HERE WITH YOU. FOREVER. This happened only yesterday, under the eyes of people from different countries, who held their breath, waiting and hoping. They have already started to believe. You cannot die from love. What caused Grisha's death was constant beating, mistreatment, and the preparation injected to him as a "goodbye present." His heart simply could cope. So I tell everyone who loves and cares for animals ? there are thousands of stories like this! Please support people from Ukraine who are trying to stop this nightmare in "Borodyanka" shelter. Sign the petition to the mayor of Kiev, and perhaps it will be your voice that will save thousands of defenseless living hearts.
